Hello, for the module you're referring to at datasheet, the TX power ranges from -5 to 0dBm, and the Receiver Sensitivity is less than -24dBm. The power budget of the module equals the minimum transmit optical power minus the receiver sensitivity, which is -5 - (-24) = 19dB.
