Is this cable suitable for outdoor use? What is the effect if I use it outdoors?

No, this cable can only be used indoors. If used outdoors, it may be damaged quickly and the signal transmission will be affected as well. If you plan to use it outdoors, we recommend using a conduit to protect the fiber cable.
