Yes, the 100GBASE-LR4 QSFP28 can be used in breakout mode. The breakout mode refers to running multiple ports at lower speeds, the 100GBASE-LR4 QSFP28 can be interoperate with 400GBASE-LR QSFP-DD to achieve 4x 100G transmission.

I do have a couple of these plugged into Brocade 9140 switches without issue, and they work great. I have not tried these on any other models.

FEC (Forward Error Correction) is an error correction technique to detect and correct a limited number of errors in transmitted data without the need for retransmission. It works by adding redundant bits to a bitstream to help the decoder detect and correct some transmission errors without the need for retransmission. This function needs to be turned on by the transmission device.
