The FEC(Forward error correction) is a function of the switch. 100G cables do not require the FEC function to be enabled.

Yes, I used FS BOX before. I code the 100G transceivers from Cisco to Juniper. So I guess you could code from Cisco to HW.

What is the length of the cable's 4x25G breakout section? Does the breakout component of a 2ft cable come with it, or is it 2ft plus the breakout?

The length does not include the transceivers but does include the breakout part. In other words, the cable is 2ft long.
