The difference between 100GBASE-LR4 QSFP28 1310nm 10km and 100GBASE-LR QSFP28 Single Lambda 1310nm 10km is in hardware. The modulation mode of 100GBASE-LR QSFP28 Single Lambda is PAM4, while the modulation mode of 100GBASE-LR4 QSFP28 is non-return-to-zero code (NRZ) modulation. Suitable for outdoor deployment

Not sure whether the module could work under the environment with a temperature below 0°C. The AM told us that it can work on a wider temperature range from -40°C to 85°C. So we made an order and my Cisco Nexus 93180YC-EX switches could read their RX and TX powers. Worked well and no issues at all. Good for outdoor usage.
