Is it necessary to use an attenuator for a dark fiber with a length of 28KM?

No, you do not need it. Theoritically speaking, there is no need to add an attenuator for ER4 at distances over 18km. And for connections less than 18km, 3dB ~ 5dB attenuation can be added to protect the modules according to the actual link loss. by O***n on 12/02/2021
