What is better 3.5 db insertion loss or 3.0 db insertion loss, I would assume 3.0db loss as there is less loss of light on the fiber, however this is 20 dollars cheaper. Is that correct?

Yes, the 3.0dB insertion loss is 20 dollars cheaper than the 3.5dB insertion loss. The main difference is that there is no special 1310 port. 3.5dB or 3.0dB insertion loss refers to the typical insertion loss of MUX.
